Can I learn to draw and learn to paint if I am young? Children take art courses all over the world at all ages. Everyone is different. Some learn simple things to never make art again, and others pursue professional art careers.

The best example is Grandma Moses, who began painting at age 70 and died at 101, still painting. Also one of my favorites in terms of age and artistry was Teresa Bernstein. She was born around 1885 to 1889 (her date of birth is not well documented) and died in 2002. Teresa died between the ages of 111 and 116. At her death it was reported that she still drew every day. She had her first one-woman show in 1919, some eighty years before she died.
